The fourth bishop of Ogdensburg, Most Reverend Francis Joseph Monaghan, chose the motto, DOMINUS PRAECEPTOR, ”THE LORD IS MY TEACHER.”
Beneath the green gallero with its six tassels arranged in three rows on either side of the shield are the processional cross, miter, and crosier indicating the prelate’s rank.
The sinister impalement has a chevron and two stars derived from the Irish coat of arms of the Monaghans. A silver crescent commemorates Bishop Monaghan’s former service on the faculty of Seton Hall College and Immaculate Conception Seminary.
